National Youth Advocate Program is hiring a Foster Care Program Director in Fairmont, WV. Our current Foster Care Program Director has accepted a position within our agencies newly developed National Foster Care Program.

The Foster Care Program Director will oversee our entire state’s Foster Care Program and work to ensure that we uphold our mission and values, while promoting the well-being and safety of all children who come into our care. Our current Foster Care Program Director has accepted a position within our agencies new develop National Foster Care Program that was created In an effort to enhance the recruitment, licensing, retention and census optimization of our foster care program.

The goal of Foster Care services is to provide community based foster homes for children and youth who are unable to remain in their home of origin due to abuse, neglect, dependency, delinquency, family conflict or caregiver substance abuse. NYAP specializes in therapeutic foster care to meet the needs of older youth and adolescents with emotional and behavioral challenges and those with specialized medical needs. NYAP foster care is unique in promoting foster parent engagement with families of origin, with the goal of foster parents becoming mentors and natural supports for the families of children served.  Foster care services are provided by foster parents who are recruited, trained and certified or licensed by NYAP and by trained and credentialed employees.  Both employees and foster parents receive extensive training in trauma informed care so they will be well equipped to respond to emotional dysregulation and behavioral challenges with compassion and effective strategies.


The Foster Care Program Director may include the following duties, as well as others assigned:

§  Perform all work in a manner consistent with the National Youth Advocate Program’s mission, values, and philosophies.

§  Provide administration coordination for program contracts while aggressively seeking the growth and expansion in the local market(s) through relationships with key stakeholders.

§  Maintain compliance requirements on a monthly basis.

§  Makes public appearances and presentations as requested.

§  Responsible for program growth and development.

§  Responsible to meet quarterly growth targets for number of foster homes and placements. 

§  Work collaboratively with other NYAP programs and staff throughout the organization.

§  Sign off on all required reports as well as submitting the reports for processing according to agency.

§  Submit regular reports to the Executive Director. 

§  Maintains ongoing contact with partner agency through personal visits, phone calls, and written communication to assure that positive relationships exists and customer service needs are met.

§  Directs continuous quality improvement efforts to assure that service quality and reporting meet contract requirements, internally established measures and outcomes, and standards of regulatory bodies.

§  Responsible for program operations including processes and procedures to ensure service quality and operational efficiency.

§  Perform all duties in accordance with personnel policies and the program’s fiscal guidelines.

Minimum Qualifications:

·         Master’s degree in social work, or an equivalent degree in related field

·         A valid advanced professional license as required and acceptable by state or contract regulations (LGSW, LCSW, LICSW, LPC)

·         5 years’ experience working in child welfare
